CDPAS – Consumer Directed Personal Assistance Services, also commonly known as CDPAP – Consumer Directed Personal Assistance Program, are the same program. CDPAS/CDPAP is an alternative to traditional home care. It is a Medicaid program that enables self directing individuals or their administrators, to assume the responsibilities of their own care. CDPAS/CDPAP helps promote independence and Consumer Empowerment.

What is CDPAP?

The Consumer Directed Personal Assistance Program (CDPAP) allows Medicaid consumers who have been approved for long-term home care to direct their own care.

Who is eligible for CDPAP?

Individuals who have Medicaid and require assistance with activities of daily living, skilled care, or have a stable medical condition are eligible.

Can you serve as a personal assistant?

Most people, including adult children, can serve as personal assistants and get paid to provide care under CDPAP. Spouses are no eligible.

CDPAP is a Medicaid program that allows consumers that need long-term home care to direct their own care. Consumers, or their representatives, recruit their own personal assistants who they train and direct.

  • Consumers may hire as many personal assistants as needed to accommodate their life styles, authorized hours, and individual needs.
  • Consumers will recruit, interview, hire, train, supervise, and (if needed) dismiss their personal assistants.
  • Consumers will be able to distribute paychecks to their personal assistants on a weekly basis.
  • How do I Become a CDPAP Consumer?

If you are a Medicaid recipient approved for home care and you are self directing, or have a person who is willing and able to be your administrator, call your local Department of Social Services to request enrollment in the Consumer Directed Personal Assistance Program (CDPAP). Once you have been approved for CDPAP, you can begin the process of hiring your personal assistant. Hope Home Care can guide you.   • Pros and Cons of CDPAP vs Traditional Home Care

Your PA will need a physical within the past year, proof of immunizations, a PPD, health assessment, and your PA must be able to legally work in the United States. Applications with all current information and requirements can be sent upon request.

Consumers must require assistance with activities of daily living or skilled care, have a stable medical condition, and be self directing or have a designated representative that is willing and able to direct care as per the program’s requirements. Since CDPAP is a Medicaid sponsored program, it is only available to consumers that are eligible for Medicaid.
Most people, including children, can serve as personal assistants and get paid to provide care under CDPAP. Spouses may not provide care under CDPAP.
Personal assistants must be legally allowed to work. They do not need a special license or certification to provide care under the Consumer Directed Personal Assistance Program.
Under CDPAP, personal assistants are able to provide both custodial and skilled services. This includes many skilled services that a home health aide may not provide, such as wound care, giving insulin shots, and suctioning tracheostomies.

Most consumers in New York City and Westchester County must first enroll in a Medicaid Managed Care plan. Dual eligible consumers (meaning they have both Medicare and Medicaid) must enroll in a Managed Long-Term Care (MLTC) plan. Consumers with just Medicaid must be enrolled in a mainstream managed Medicaid plan. In both cases, the Consumer Directed Personal Assistance Program is administered by the plan.
